I just looked at the more recent issue CLOSED here:

Apparently, it seems that adding r = 0; at line 343 in machinectl.c could have solved the bug. (((Maybe)))

As logind does not properly release devices when being stopped via systemctl rescue/isolate
But WAIT, there's a very hacky way to workaround this issue:
Just add ExecStop=/bin/sleep 3
