First of all, you are using 32 bit version of MPC. what the fuck.
Second, it seems that you are trying to play HEVC video. No matter what player you use, if you don't use hardware decoder for it, it's going to be eating up your CPU. GPUs that support HEVC 10bit decoding are GTX950, GTX960, Everything GTX1x00, and Intel Kaby Lake.
Once you have them go to your LAV Video settings and set everything like on pic related.

I have GTX960. CPU doesn't matter in this case, but it's i7 4770.
My father has GTX950 with some cheap i3 and cpu usage on this file is the same, because GPU handles everything.
