It's an old standard UNIX environment called CDE and it doesn't use GTK but Motif.
It's been open-sourced around 2012, so you can probably extract the icons and repackage for GTK with some effort (or search if someone didn't do it already).

I used Win2000 Server for years at work, and I loved it.

I used it in all my virtual machines for a long time. It was just pure luck that there was a Win2000 Server CD floating around the office, so that was the first thing I grabbed when I started getting into VMs for testing, and I ended up using it for the next 10 years.

I used it mostly for development and testing on our WIMP stack. (Windows, IIS, MySQL, PHP.) My Win2000 VM finally became obsolete once our department went to 100% LAMP and we shut down our final WIMP server.

I loved that clean, classic, professional look of Win2000. The XP look made me physically nauseated with all that fisher-price plastic babby toy design.
