Your graphics card will never be damaged by heat. You'll kill it long before then in some other way.

Pretty sure the fan is the most likely component to break in a GPU, so running it at a higher speed more often just makes it more likely to break. Installing a water cooling would maximize the lifespan of the actual GPU.
