art depends pretty much of the context( social, politics, art institution, etc) the art piece born from and how it can turn over or rethink a certain matter. Just like your pic that was made by Marcel Duchamp.
Tho if someone feels that something make him feels something incredible that transcend the object form, it can be seen as art by that person so art is relative per each individuals which can be seen as art. Although, art have been poorly evolving in the last 50 year since the institution tried to convert all that form of art into one, which is in the "white cube".
