A quality university is platform independent.

We have many arts students that bring computers running OS X.
We have computer scientists and mathematics students using GNU or BSD.
We have "video game majors" who bring riced out Windows notebooks that weight 10kg.

All work fine. Our institution isn't there to teach us one specific tool or another, but to teach us the actual science behind what we are learning.
There are students I know who don't even use computers for the most part. So long as they understand the material and complete the work, it doesn't matter.

Institutions who require "laptops" as course material are no better than institutions that are slaves to textbook publishers.

My first lecturer laughed at me when I asked her about a textbook.
The uni had "made their own" of sorts in the form of study sheets, and the lecturer said that I was free to email her about literally anything related to her topic that I didn't understand. Even after the semester was over if she wasn't busy.
