It's pretty obvious based on the fact that development has been so rapid, and also that they haven't open sourced the project yet.

Dolphin wasn't open sourced until 5 years after the project started

It makes me think:
Wii U is very similar architecturally to the Wii so they could easily just look at docs and code from Dolphin
