Don't be in a dark room, it'll cause eye strain. If you need a light source buy a lamp, not overpriced RAM.

2. rx 480 8gb is starting to outperform 1060
3. get an SSD and go with WD over seagate for your HDD, apparently seagate is more prone to failure than WD

judging by ryzen 7s multi-threaded benchmarks, ryzen 5 could easily get multi-threading performance close to an i7. and the 1600x has 6c/12t. great for streaming. I'm just trying to tell you to wait for the benchmarks. You'd feel silly if ryzen 5 could do what you wanted for ~$100 less.

Are you going to be straining your processor across all cores with mutithreaded jobs such as compiling huge projects? No? Use the stock heatsink and get a cheaper processor. (since you'll probably ignore this, at the very least use the next generation which comes at no extra cost.)
Holy fuck spend less on ram. No matter what you think about the leds being cool, you'll be looking at a monitor, not the inside of your case.
Don't by windows (directly)
Use the money you saved from the above to buy a nicer graphics card, 2TB hard drive, and/or SSD

Not sure what you're gonna do with that PC but that i7 is probably overkill for it. The RAM is retarded, why anybody still buys failgate is beyond me, and corsair is a meme brand, I suggest a more trusted brand instead, like seasonic. Overall it's a pretty >>>/v/ tier build lad.
