what is the best linux DE and why is it gnome 3?

I'd just like to interject for a moment. What you're referring to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux. Linux is not an operating system unto itself, but rather another free component of a fully functioning GNU system made useful by the GNU corelibs, shell utilities and vital system components comprising a full OS as defined by POSIX.

Many computer users run a modified version of the GNU system every day, without realizing it. Through a peculiar turn of events, the version of GNU which is widely used today is often called "Linux", and many of its users are not aware that it is basically the GNU system, developed by the GNU Project.

There really is a Linux, and these people are using it, but it is just a part of the system they use. Linux is the kernel: the program in the system that allocates the machine's resources to the other programs that you run. The kernel is an essential part of an operating system, but useless by itself; it can only function in the context of a complete operating system. Linux is normally used in combination with the GNU operating system: the whole system is basically GNU with Linux added, or GNU/Linux. All the so-called "Linux" distributions are really distributions of GNU/Linux.

I use Xfce and I think it's the best Linux DE currently but it has many issues

>not ported to gtk3 (yet?), no high-dpi/scaling support (yet?)
>no integration with a spotlight-like instant-search daemon
>thunar doesn't support per-folder view settings
>xfwm4 doesn't support any kind of window animation (I'm not talking about compiz-like silliness, just basic stuff)
>xfwm4 has many issues with the built-in composition (many issues with tearing) making compton a must
>xfce doesn't allow you to turn snap-to-grid of and place icons freely anywhere
>ristretto is just mediocre, image scaling in ristretto is bad (thankfully eye-of-mate exists)
>xfce needs some basic setting tools, like user-tool, date-time-tool, file-sharing-tool, right now it's severely limited for new users

Still, despite all these deficiencies Xfce, is the best DE on Linux which shows the benefits of not innovating just for the sake of it and keep using a metaphor that just works

Linux is the name of the kernel that Linus Torvalds developed starting in 1991. The operating system in which Linux is used is basically GNU with Linux added. To call the whole system "Linux" is both unfair and confusing. Please call the complete system GNU/Linux, both to give the GNU Project credit and to distinguish the whole system from the kernel alone.
