You don't need anything other than capital to start a company.

anyone can start a company, you need business skill (degree?) to start a successful company.
I started a software company without a degree or even knowing how to program. All you need is money.

I'm applying to jobs now and some companies consider a degree and less than 3 years experience as an "entry-level" engineer. I'm pretty sure this is an attempt to gas light talented engineers into believing that they're trash tier. At the same time, many talented engineers in their early 20's have started billion dollar companies. So, it really comes down to you.
you should have 2 years of internship experience BEFORE you graduate, it's not the 90s any more. then maybe, but it depends on business skills.

the very fact that you ask this question implies that you don't have what it takes to start a valuable company

And to get capital you need a large inheritance or venture capital which in turn required a sufficient degree and a credible business plan with a team, that at least appears solid.
