They had socketed CPUs up until Haswell, then they went full BGA. GPUs are socketed on most gaymer laptops (Ayylmaoware/Clevo/etc.)

Socketed chips require more clearance. Sockets just don't make a lot of sense in laptops the CPU is one of the parts least prone to failure. The socket might actually increase the rate of failure if anything. Upgrading the chip is rare in laptops in the first place and manufacturers would rather the consumer buy a new laptop than allow them to upgrade their older one.
