Is there a way to build/buy a budget pc (<150$) that is small

Is there a way to build/buy a budget pc (<150$) that is small enough to put on a shelf under tv and is capable of playing some non demanding games (wow,hots)? I mean i want it to be like a desktop pc but preferably a bit smaller. Any ideas ?

Search eBay for older graphics cards and CPUs and you should do fine. Also AMD APU if you want low power consumption.

If going for the APU route wait for H2 2017 when Ryzens APU hit. No use buying into an ecosystem/standard that is about to be phased out.
