The closest thing to that on Windows is supposed to be the windows store. Packages install really fast without having to go through a setup menu and the software updates automatically.

Too bad too many developers refuse to put their software on the windows store. I would love for most of my software to be automaitcally downloaded and installed when I sign into a new windows installation.
