Sometimes when loading something with subtitles (mostly fansubs) VLC will try and 'recache' the fonts or something for a good few minutes.

I don't use Windows so I wouldn't know.

i stopped using it a few moths ago because i got tired of having to wait 10 seconds to watch a video when booting up the app for the first time and having to wait 3+ seconds to watch any video afterwards. There were also a lot of random errors and bugs. Switched to Potplayer as my main because it has sexy skins and i use MPC-HC as a backup.

It's good for a lot of people since it plays almost anything, but mpv (or mpc-hc +madvr if you don't like mpv) is just better for watching high quality chinese cartoons.
