It lets you disable the general usage statistics but the devs still get a bunch of feedback based on your usage seeing as it's a nightly build. Don't use anything other than the general build or ESR if you don't want mozilla's hands on your usage data.

How large is a "nightly" download? I have to be mindful of my downloading because of low data caps.

So doing the following doesn't stop what you are describing?

I was under the impression that the data dump to mozilla was disabled with the above settings.
