no, until windows has "proper ppi scaling" you're not going to see this resolution going away
there are too many people with too poor vision that don't know about how to resize text, so they think 1080p on a laptop is "too small to read"
it wasn't a hardware issue, 1080 is easy to drive
it wasn't a cost issue, the displays only cost about $5 more to be full hd
it's a mass consumer issue

If you're not gaming, even Intel's integrated GPU's are good enough for 4K
The reason we see 1366x768 so much is because laptop and monitor manufacturers are a bunch of dicks who like to get away with installing the cheapest LCD's possible.
And it was easy to do when they were able to market 1366x768 as "HD".
