Ryzen worked on Windows 7 from day 1. The only thing missing was USB drivers, so you couldn't install Windows from a thumb drive, you had to load it from optical media, but USB drivers installed normally after that.
TheStilt on Anandtech forums did a bunch of testing under Windows 7. Literally everything works fine.

That fix has to come from Microsoft, its not on AMD's end. The load balancing peculiarity is either nonexistent or significantly lessened under Windows 7. It appears to be specific to Windows 10.
It was already addressed in the Linux Kernel even.

The software overclocking apparently uses some software feature specific to Windows 10, but you can still overclock through BIOS just the same.
