it has to be locked to that framerate instead of fluctuating or else the stuttering will be unbearable and 30fps would seem smooth compared to it

unless you have freesync or gsync

nobody can even tell the difference between between seeing 60 Hz and 30 Hz when the engine runs at 60 fps in both cases
