Ubuntu or Fedora. No reason to use anything else.

Depends on your intention and targets.
For writing stable server software, debian.
For writing cutting edge work on new software, rolling releases such as arch or gentoo.
Scientific disciplines also have distros better suited to them than others.
For embedded, you'll often cut smaller distros or even work on building your own from scratch.
What sort of development are you doing? If it's really general, then it doesn't much matter. Debian is what I use, and many of my friends use Ubuntu (a Debian spinoff) and Arch.

I wrote guix, because you can use any tools in any version without messing around with containers or chroot. Of course a container can do this too, but it's not a good idea ie. Qt development.
