I am looking to make a replacement for my laptop now that its NiCad is dead. Aside from buying a premade, what can I cobble for less than 100 dollars?

It looks like that would output 3 amps, whoch is below the watts I need. Would it simply pull mote amps to make up, or would I have it over volt to 21?
So if they just sell a bttery holder, why can't I just string the cells together myself and make it that way?
