Looking to brush up my skills / learn some new ones. I am looking to get just the 100 $ GIS personal edition and chip away at online examples and book work. looking into learning some programming on there as well. Does your university have a virtual computer lab? My college let us remotely log in to a virtual machine so we could use software that the school purchased, which included ArcGIS. I used it a lot because the internet was way faster in the virtual computer lab than the schools wifi.

It's rather hard to say for sure because we don't know what datasets you want to work with in ArcGIS and I don't know how much ArcGIS uses the graphics card.
