It's made by guy named Javier garcia, he even used to have sheekyforums on his online portfolio. He also had registered the domain.

These two new domains are registered under different name. The site looks exactly the same though.

It's yet another site that scrapes 4chan and associates random users or random twitter profiles with 4chan posts. It is to make a site look heavily trafficked so they can run fake clicks on ads and make money while not actually have the user load and bandwidth costs involved with that. Sheeky did it. Probably the same guy.
