Need a cheap mini pc like a Rasp Pi for playing 4k videos off a usb drive

-needs hdmi
-needs to play 1080p/4k h265/h264 content smooth
-under 65$

what should i buy?
would a Rasp Pi 3 work fine?

The thing needs a h265 asic that can handle 4k. No manlet $30 processor can handle 4k h265

Same size as Rasppi, gbit ethernet, 4k@60, $45 or so.
