Got an odroic xu4, modded the case, installed a passive heatsink, and powersave governer.
Runs 24/7 on minimal power with no noise. Unless you want to spend 100s a year this is your best bet. Couldn't be happier.

Assuming you are looking for something hosted and not a physical device in your home I would suggest DediSeedBox. It is a great company, $15/mo 3 data center locations outside the US. 1gb/s Down with different size HDD options.
For a local physical box to pull down what you download just find an old desktop and install a larger HDD and connect it.
Bottleneck will be your last mile down speeds

Depends what you are looking for. I use Online.net because they have a ~$12/month server with 1TB hdd, 1gbit up and down connection, and unmetered bandwith.

What's the benefit of a seedbox?
I've been very unaware of the scene for a long time ever since Bitgamer was shut down, so I've pretty much lost all knowledge of how to even get files now-a-days. Did usenets or whatever never take off?

Has there even been openings for invites to any private trackers in the past year? Shameful to say, but for my classroom I've pulled stuff from public trackers when I need it (films/animations/audiobooks).
