It's time for me to build a new PC. This is not for gaming, but for Adobe After Effects and premiere Pro work, and maybe some Cinema4D in the near future.
Please note that I live in Vancouver Canada and I want this build to be as quiet as possible. Also for the first time I'd like to have a case with window. But it's not necessarily. Be Quiet! 800 seems like a good option.

Cpu cooler any noctua will be silent enough and good quality, if you want water cooling I can't help.
Mobo is a shitty thing since every mobo has flaws, so pick whatever you like.
Ram aim for low latency.
Case whatever you like.
Psu depending on what you want to spend, evga is a good brand, and slo super flower are god tier if I remember properly and high end evga's are super flower.( Neither are memes, if you spend more you will have more efficiency and longer warranty which justify the price IMO.)
