why doesn't Intel just create a single powerful modular cpu that adjusts its tdp and performance based on what it's connected to?

i'm hoping for a market where companies could design phone "cases" laptop "shells" etc for one cpu
i have a question.
what is a good book on learning cpu architecture and how to make one. i know some unis have their students make an 8bit cpu in their first semester. i would like yo do that sort of thing

Why doesn't Intel just take the best it has and sell it for pennies?
