I have a DVD drive for a dell laptop, specifically a Dell Latitude D510. And the drive is a Samsung DVD-RW model TS-L532B/DEHH.
And it wont read CDs. But it will read DVDs.
Any advice on how to fix it.

Try cleaning the laser lens with a microfiber cloth.
It probably just has some dust on the lens.
If that doesn't fix it, you can get replacement drives for pretty cheap. They come in a standard form factor, so just make sure it matches the one you currently have.

You can try reinstalling drivers (I recommend trying to boot a Linux disc, they are more reliable for CD drivers).
Otherwise it's pretty safe to assume it is broked.

Those drives have 2 lasers: 1 for CDs, 1 for DVDs. Latitude D510 is ancient. Your CD laser is done.
A portable USB CD/DVD-RW costs ~$35, but you may not be able to make it work over USB 1.1
