They can get away with it. Mine should be 15Mb/s for uploading but they do offer 20 as part of gaming package or some shit.

i know many people who have had c&d notices, if you threaten to switch provider they will leave you alone but also throttle your connection.

we had that here (Frenchfag) with one ISP about 12 years ago (filthy QOS, and buggy at that)
with VDSL, I get about 10Mbps, and can use it fully loaded 24/7 (and that's quite shitty to me as it used to be twice as fast before they set up real bugged adaptive synchro rate)
download, I get around 50-60Mbps
will soon get fiber optics, but it's quite shitty here (either not a full IPv4, but a shared one with just 1/8th of the ports per customer, or a non symmetric upload... will see how that turns out)

Just bought a house across town that has NBN, went to the telstra shop today to organise the internet to be connected for when I move, 6- 8 week waiting time.

Fuck that shit. That's what I was told when I moved last, they said it would be at least 4 weeks. I told them the house we're moving into already has service, I already have a router, I literally just need a tech to come turn the service on, so she said to give her 2 hours and she'd call me back.
Got a call back a few hours later and she said she talked to a local tech who could stop by before his scheduled service calls the next day. Shit was legit.
