The 720p/low setting is only for how much the CPU could theoretically take into consideration while gaming.

When purchasing people don't go for theoretical peaks at 720p. They go for what's the norm. The 1080 and 1440p settings at medium/high/ultra. Especially with a GPU like 980ti.

Well no, this method of benchmarking has been widely discredited, since higher details and resolutions result in more draw calls to the GPU, which in turn places more load on the CPU. What's best is the find a good balance between high settings at a realistic resolution so that you're just short of being GPU bottlenecked. But then that takes some work, so it's easier to just test at 720p on low and call it a day.
