Well, lots of devices with USB ports *can* provide power, but it should be tightly controlled via the USB spec.

iPhones and iPads can provide power via the Lightning port, which is just a different shaped USB port, but only to supported accessories.

It is. The controllers talk to each other.
The problem here is that both devices provide power.
The problem here is probably Apple. They have often done things their own way, they have their own method of binding data pins to tell the device the charger can deliver over 1A, they had their own pin out for the 3.5mm jack for the inline buttons.

I wouldn't be surprised if they did something slightly off spec that means that when connected to an intelligent device that can deliver power (data pins not bound) it acts dumb and thus gets power.
