Whats the best way to get a Linux distro running on my android phone?

Look into LineageOS, see if it has a build for your device, and if not, see if anyone wants to maintain one or build it yourself.

Really depends what device you have, but Ubuntu might support it, or Plasma Mobile.
Maybe try Tizen too.

They show you how to compile an Ubuntu Kernel for the Nexus 5. You would just have to do what they did and create your own custom Android OS for your phone based on a Linux Kernel.
