I want to work on my programming skills in my down time at work, but the computers there are locked down. As such I can't download any IDE or compiler.
I would just use my laptop, but there's no wifi to find code snippets online and find resources to make my projects.
How would you program if all you had access to was notepad and firefox?

If you are on win10 you can try enable bash on windows
if you have putty installed, you can ssh to server and code there

Connect through your phone, or download all the docs and other resources you need for a day before you leave home.
It wasn't all that long ago when people were only connected to the internet for minutes at the time using dialup, and they managed to learn things and write software just fine.
