even if you're not maxing out the cpu in its entirety, there could be threads maxing out one or more individual cores, in this cases you'll still get a performance increase with a higher clock speed

if currently none of your cores are individually maxed out, then your cpu is not a bottleneck, and increasing its clock speed will do nothing
