When it needs it. The idea of Turbo Boost is energy saving. If a processor doesn't need 3.3Ghz, it's not going to use it, but it will keep running at a decent clock speed so it doesn't hamper general applications.

Only if you install the heatsink wrong. In such a case, your processor is overheating. So it will begin throttling performance in an attempt to prevent damage from heat.
