The logo is an eye symbolizing that they're watching you all the time, that alone should be enough of a red flag to avoid it.

1. I'm sure opera was not sold to Chinese yet. Entire transaction is blocked for now.
2. Browser itself is and will continue being made in Poland. Polish people are dicks, if they will sniff something, they will tell about it. If they move development to China you should be worried.
3. Opera sure is an improvement over chrome / chromium. Opera for instance was not included in this entire "binary blob listening to your mic" fiasco.
TLDR it's probably safer then any other closed source browser and chromium.
