There are lots of guides out there but they're a bit outdated. The main difference is that the image doubling algorithms have been moved as one of the scaling algorithms

No codec packs. Windows comes with all of the codecs you need, and codec packs tend to break every video player on your system.

If you absolutely MUST view a pirated or chinese cartoon video, VLC at least contains the awfulness to one program instead of every video-playing program on your system.
