What is the best browser that still works on Windows 98?

It's about as close as you can get to modern on Windows 98. Win2k with all those third party extensions installed can install more up to date browsers. 1.6 should get you most of the web, anyway, if your computer can handle it. Not much has changed since 2010. It won't handle YouTube, I don't think, but I play that in VLC.

Opera 9.12(?) does https and sort of the modern web(?). Use it in my vm.
