First off, you're gonna want to replace the CPU fluids with something of a similar viscousity. The easiest replacement would be Diesel, but you gotta be careful and get it unleaded because leaded diesel can weigh your CPU down. To close the leak you're gonna want to hammer it shut manually using a blowtorch and some sheet metal. The Diesel will be fine as its unleaded and therefore inflammable. Once the CPU's cooled down you'll want to circulate the fluid inside so you should connect it to a Car Battery (which is roughly the right amount of voltage that it'll be dealing with in your computer) and let it cycle for about half an hour.

Except you can't, unless you happen to have already bought a motherboard a year ago before Intel made them update the firmware to stop it. Not to mention not being able to ever update said firmware, meaning no fixes for the slew of errata that Skylake shipped with or better/faster memory support, something which was also garbage early in Skylake's life.
