What should I read to get knowledge of how to adjust code in C, so a program would utilize only specific number of CPU resources, threshold of which would be determined by total CPU load? Both Windows and Linux.

I just want to modificate the existing code. So, basically, copying int system("cat /proc/stat") is rather easy, doing some 1st grade math to the output is rather easy as well, but implementing it into an already written code without any understanding is retarded, so I would like to learn.
