What you are asking for is counter productive. NASA does a lot more than just shoot shit into space. NASA plays a large part in developing the air frames for the military. Look up how the Super Hornet had a terrible stalling issue which was solved by NASA wind tunnel testing. Reducing military funding just gives NASA even less potential customers to serve.

NASA and military have been heavily intertwined since NASA came into existence. They very often have projects worked on together and staff moving between divisions.
