Most 4k TVs by LG and Samsung seem to have decent latency, LG also advertises IPS on there TVs. Just stay away from all the chink branded shit.

depends on how cheap you mean I have a samsumg 55 inch 4k tv model UN55KU6300 and I'm pretty happy with it. I do almost everything on it for pc gaming, streaming, gaming with ps4 etc. It cost me 500
