What is a good free VHDL/Verilog simulator for Windows/Linux?

I want to implement a VERY SMALL subset of a Vulkan-supporting GPU core.
Simulation allows for more flexibility and larger design than cheap to mid-end fpga boards.
I use qaurtus and De0. I think qaurtus is not free. In my school we we get for free. Maybe you find on pirate site.
Does anyone know any books about implementing GPUs in vhdl/verilog?
