Any suggestions for languages/environments that are not too hard to program a game? Me and my friend want to make a game that is dialogue based and set in Imperial Russia. We know C/C++, Java, C# and Python. We taught that game should be 2D but we are still thinking about that. Any suggestions how the game should look like?

If you want to use C#: Unity. Foolproof.
If you want to use C/C++: freeglut. Gives you tools so you don't to have to care too much about the inner workings of OpenGL.
Can't say much about Python and Java.

In your case, go for LibGDX or Monogame. C/C++ isn't worth it and Python has shit tier library support.
Take a look at dialog tree tools like Twine.
