It's the same everywhere. Everyone has internet access now. There are a lot of Pajeets and they write in English. Quora, HN, /g/, reddit are now mostly Pajeets.

Quora was ruined by setting the bar to begin participating way too high.
When you make an account, you're not allowed to answer questions until you reach a certain level, and as a new user, you can only make comments on answered questions and hope you get points from them to become "vetted" enough to start answering questions.

The only people who could actually post are pajeets with internet and no life who scratch each other's backs and give each other points in order to become the only people on the site allowed to post anything.
