What's a good free/open-source video editor for Windows? I just need to be able to cut videos and export them. Nothing fancy.
I'm not able to find Windows Movie Maker anymore for Windows 10 and Premiere is not an option for me.

It's not an UI made for people who just want to use four video editing actions and an effect.
But it's very efficient to use once you get the hang of it, never mind it remains performant as a piece of software even if you throw a lot of video at it (lots of video editing software has, frankly, crap performance or crap encoder options or whatever - Blender is good).
It's also a very powerful tool, with features that might be of interest to even fairly casual editors:
