In terms of only performance, not power efficiency etc, just ability to get FPS in a video game or a super high score in a benchmark, is the only thing that matters is how many GHz the processor is?

So 4 cores of q6600 at 2.4 vs 4 cores of 7700k at 4.5, is the 7700k ~61% faster, or is it even faster than that? If it's faster, what makes it faster? How does the layman tell just how much faster it is? Without a simple GHz comparison idk how to tell.
