I'm Brazilian, a disgusting national company called "Positivo" released a 10-core mediakek smartphone, the ads were hilarious normie bullshit, like "TEN CORES, IT'S FAST AF BUY IT NOW" and favela kids dancing with it.

Its because of Qualcomm. Their new parts are priced extremely competitively, and a $12 Qualcomm chip will out perform a $10 MediaTek chip, so they're eating into MediaTek's market share.
MediaTek is like the big guy of the little ARM vendors. They usually compete with dirt cheap but super high volume chips, ranging down to the level of Allwinner and Rockchip, but they had higher top tiers as well. Qualcomm is taking away that upper tier leaving only the bottom of the market.

Mediatek basically just takes off-the-shelf ARM core designs and stuffs like 8-10 cores in a chip. They don't do any actual innovation.

I don't want a Qualcomm monopoly, but they seem to be one of the few aside from Samsung and Apple who actually do any real design.

This isn't really true. Its true that MediaTek doesn't design custom ARM cores, but they do however have a substantial amount of relevant IP they've developed. They created a coherent multicore fabric that allows them to swap a workload in flight between multiple cores in big.LITTLE configruation.
Their top end 10 core chip is actually 3 core clusters. They have big cores, moderately clocked little cores, and low clocked little cores. This combined with their coherent fabric allows them far greater granularity in power savings depending on the intensity of a workload. Its a solid concept, but they tend to be lacking in other areas of the SoC, though they do have a pretty good internally designed DSP for image processing and high speed video capture.

He's absolutely correct on that info.
The 835 uses "Kryo 280" cores, which are a semi-custom ARM design (read: completely stock ARM cores, with at most some minor front end changes).
Qualcomm simply brands those as Kryo due to marketing reasons (and admitting that their own architecture was a failure yet again)

You find better versions of existing hardware, compare the qualities you want and the problems that may arise, for "ticks" you take your existing design and just use smaller versions of it, for "tocks" you redesign, i.e. take shit out (old decoders or hardware crutches), add shit in (new decoders, integrate more stuff), if there's a new memory controller or some shit you have that put in.

Occasionally they can rebalance the power blocks and stuff. With sub-optimal power distribution or odd requirements you can improve the performance-per-watt by a lot, as well as sometimes get higher clocks.

For x86 looks like it just is a "less optimal" CPU, using CISC operations and as a result, more power or area hungry chips.

PPC was probably just deprecated because ARM got better, and it did had some old stuff (like support for big and small endian) and remove stuff for performance.

A big problem with RISC processors is while their performance-per-watt is usually better by a lot than CISC, their performance-per-cycle is much worse, literally by the way the chip philosophy works.

I'm engineer. Power electronics. Don't know how is it with socs, the closest thing I can relate to is PC PSU.

Problem is if you work with more than 20 people, even if you come with something better for solution for problem, many will prefer to not implement it or implement only part of it crippling the benefits and if managers don't react they must scrap it and use old one. The only time that you can make something drastic if competitor come up with some thing radically new and better and management is in panic mode. I'm sure every ARM manufacturer have ace under its sleeve without even knowing about it.
