It's a gateway drug. It gets you in the door and using their services. You become more likely to purchase other stuff from them rather than a competitor since you already use them. It's a PITA to move all your stuff once you've already dumped it into a cloud provider and have been using it for a while.
The unlimited part is only for photos. Eventually you're going to want to store more stuff.

99% of people barely use their allotted storage. The 1% that go hog wild are eventually tagged as abusers or pirates, get their account shutdown, and we're back to normal again. Because seriously, who has 100TB of legitimate data?
