This is a good way of putting it. Linux kernel but all of the tools and utilities taken for granted in Linux and just not there.

I worked in a lab over summer modifying the Android filesystem and it was a pain doing anything since you have to install BusyBox, root, and a custom recovery to even try to do anything command line.

In addition, sudo will never quite work properly, any sort of application you run will be missing every library under the sun, and Android shoves as much stuff as possible into userspace, including all of filesystems.

It is Linux. There is the Linux kernel. But there is no GNU whatsoever.
