Depends.
Is this block actually all one piece, or is the fin stack there soldered on after a base is machined flat? Seems like the Chink way to go would be to die punch a bunch of fins and have them soldered in place. Either way things like this aren't uncommon, and today a tool exists for pretty much everything. Its entirely possible for a CNC mill to hold tolerances and cut fins that close together with a tool head thin enough. I reckon I could probably do that with a small cutting disk.

Laser cutting is the bees knees.
I wouldn't guess that the channels on that water block are laser cut though. That'd be a lot of cut time per part, and its incredibly hard to get a cut depth like that. A laser will also blow a lot of slag out when that beam is smashing through the material, and that combined with the shallow cut depth makes it unsuited for that application.

it's juts thin strips of copper that have been welded using ERW (Electric resistance welding)
